Biography

Emmanuel Christopher Loblack, born in 1898 at Grandbay was by profession a Trade Unionist, legislator and became a mason and builder, eventually employed by the Public Works Department. In 1953, when Mrs. Phyllis Allfrey came back from England, she and Mr. Loblack worked tirelessly to found the Dominica Labor Party.

In 1957 the hold which Loblack once had on the Dominica Trade Union was rapidly weakening as the new and younger members became more active, leading to his expulsion. However, all was not lost for him as his role as a political activist continued to strengthen. Later, much to his surprise, he was rewarded with a nominated seat in legislative council when the Dominica Labor Party came out victorious in the 1961 general elections.
