Underlying Factors which led to Adult Suffrage

From the early 1920s, people came together to discuss certain issues affecting the lives of the mostly peasant class population. In 1924, a Constitution was given to Dominica and in 1925 the first election was held. Persons such as  H.D Shillingford , C.E.A Rawle, A.A. Baron and S.L.V were elected. However, Domincans had little say in the matters of the Constitution. And in the 1940s, efforts were made to form political parties. One of the parties ormed as a result was the People'S Progressive Party led by J.B. Charles. However, that formation only lasted  until 1954.

Following the end of the People's Progressive Party, the Dominica Labour Party was formed under the strength of the Dominica Trade Union. And in May 1955, the Dominica Labour Party was launched. Mrs. P.S. Allfrey founded the party,  however that same year, she departed for England and returned in 1957 which was election year. The 1957 elections took place with the Labour Party , Dominica United People's Party (DUPP) and the People's National Movemet (PNM) battling against each other .PNM alligned DUPP, giving them the upper hand in the eletions and in that year a Government was formed by Messrs. F.A. Baron, H.D. Shillingford, L. Laville, ED. Henry and L.C Didier.
